Baron Daniel Cardon de Lichtbuer, a top member of Belgium's banking fraternity. He played an active role in the Belgium government-organised cover-up of the activities of the Belgian elite paedophile ring which began to be uncovered as the result of the 'Dutroux Affair'. Within a year, Ernie Allen, Founder of NCMEC & ICMEC, had invited the banking Baron to become the first President of ICMEC. As mentioned in my previous post, there is no doubt whatsoever - it has been admitted and is on the record - that the formation of the International Centre for Missing and Exploited Children (ICMEC), Founder and former Chief Executive Officer of which was Ernie Allen, was a direct result of the emergence of horrifying details about one of the worst-ever high-level paedophile ring scandals ever - the Dutroux Affair.      

The details were made known in 1996 through the work of a dedicated, hard-working and honest senior police officer who was summarily sacked soon after the graphic, dark details of what happened to many children were exposed to the light.

The Belgian government sought help in defusing the crisis that erupted, amidst the ‘White Protests’ that took place in many cities. Who did they turn to for help?

ANSWER: Ernie Allen, who was already the successful Founder and Chief Executive of the National Centre for Missing and Exploited Children (NCMEC) in the U.S.

It has never really been clear what organisations like NCMEC and ICMEC, and groups in the U.K. and Europe like Amber Alert, Missing Children, Missing People, Parents and Children Together (PACT) and other similar organisations have really achieved.

The U.S. has organisations like the FBI and CIA, and of course State police forces, who have expertise in solving crimes concerning missing children. Here in the UK we have 43 regional police forces who investigate missing children cases. The Salvation Army has long had an active and successful ministry of responding to cases of missing children and adults.

Most cases listed in the statistics of ‘missing children’ are either children caught up in child custody struggles or ‘runaways’ who, unhappy at home for one reason or another, up sticks and leave home, sometimes for a few days, sometimes longer, sometimes for ever.

Take the Missing People organization, for which Kate McCann was bizarrely chosen as their ‘Ambassador’.  It is hard to fathom what they actually do, and have achieved , apart from offering a telephone counselling service for those who, understandably, are distressed at having temporarily lost a member of their family.

Now, there are two views about the purpose of ICMEC. The generally accepted view is that this was a genuine response to a wicked gang of high level paedophiles who had been doing dreadful things in secret to young children. It was also meant to deal with child trafficking, for sexual and other purposes, and child exploitation of one kind or another e.g. child slavery and online grooming and child sexual abuse images.

Has ICMEC, or for that matter any of the other organisations, been successful in this respect?

Hardly. Child trafficking appears to be on the increase. Children are being disgracefully used on the U.S. border to gain immigration into the U.S. Over a third of those children who cross the border are accompanied by persons to whom  they are completely unrelated. Grooming gangs flourish time and again in the U.K. with the authorities apparently paralysed by fear of being accused of being ‘racist’. Online child sexual abuse multiplies, and those who view these awful images, even up to the worst level, Level 5, as in the case of McCanns-supporter Nigel Nessling, are let off with suspended, and/or community sentences. Even Jim Gamble, who once was the boss of the Child Exploitation and Online Protection Centre, suggests that predatory paedophiles who delight in viewing these evil images should not be sent to be prison. Meanwhile, in the nation’s primary schools, LGBT and transgender activists are allowed to peddle their ideas and ‘storybooks’ for children which contain some graphic images totally unsuitable for children of that age.

Another view of ICMEC is that it is a cunning front to enable high-society, wealthy paedophiles to continue their sexual abuse of under-age children with impunity. On this view, powerful and wealthy people combine to set up worthy agencies which sound as though they are helping children in some way, but in reality help to keep the lid on their evil activities ever being brought into the open, and prevent them from being prosecuted for their crimes.   

One of the central personalities at  ICMEC was Baron Daniel Cardon de Lichtbuer.

Cardon was the very first President of ICMEC in 1998 and has served on the Board of Directors ever since. Clearly he was chosen by Ernie Allen. In fact Cardon has for the past two decades been deeply involved in a plethora of organisations dealing with missing, abused and exploited children.

Cardon spent his entire career in the Belgian banking world and has been a long-time member of the business community. His banking career started at Bank Brussels Lambert (BBL), where he eventually became CEO. He belongs to the Brussels business association known as: Le Circle de Lorraine.

To receive the title of ‘Baron’ in Belgium is akin to being made a ‘Lord’ or a ‘Sir’ in the U.K. It is an honour bestowed by King of Belgium for ‘service and achievement’.

King Albert II awarded the title of ‘Baron” to Daniel Cardon in 1998, the same year he was made President of ICMEC.


But both King Albert II and Baron Daniel Cardon de Lichtbuer were named by witnesses in the investigation of Dutroux Affair.

A ‘King Albert’ was identified by one witness as being present at a gathering described as a ‘hunt of children”. However, it is not clear whether the witness was referring to King Albert I or King Albert II.

Baron Cardon was not named by any witness as being directly involved in the sexual abuse of children, but he was certainly actively involved in the subsequent cover-up.

The wife of the King, Queen Poala, at the same time also became actively involved in various organisations championing  the causes of abused children.

Baron Cardon was also amongst those formed a new child advocacy organisation in Belgium, Child Focus,. Just three years later he was a prime move in 2001 of the organisation Missing Children Europe (2001).

He soon also became a member of the Board of Directors of an Italian  foundation for children Foundazione Child.

The President and Founder of Foundazione Child, Ernesto Caffo, at the same time became a Director on the ICMEC Board of Directors.

Cardon also takes a prominent role in Belgian child welfare organisation, Ami-Huderf, and the Belgian Kids Fund.

Why did Cardon suddenly become a prime mover and shaker amongst  these child welfare group in the U.S., Belgium and Italy.

Altruism?
